This SimCity 4 city has only one point of interest - Isengard, under new management.

I haven't uploaded the file yet... please bear with me. :P

Isengard was already an ancient stronghold of Gondor when it was entrusted to Saruman the White. As he was corrupted, Isengard was corrupted with him, at least from Tolkien's point of view. The Ents intend to restore it to its former natural beauty.

This city, more than any of the others so far, would have been better as a large map. You can see how cramped and out of proportion it is by comparing the above image to the map section this tile is based on....

Still, I have done my best, and I'm quite happy with the cuurrent results.

If you look closely at this screenshot, you can see Merry and Pippin sitting on the wall. Merry is waving his hands at... um... the deer in the bottom left corner.

Orthanc has been redesigned; this is a slimmer, sharper version than the one used previously. This is the closest I can get to flowing water. As for the snow mods, arctic is too much, and lowered isn't low enough. :P

Here we have Saruman (a woman) being stabbed by Grima Wormtongue (another woman). It was either that, or have them wearing blue jeans.

Isengard is surrounded by Huorns and water-Huorns. (Fun.) Before Rush Hour, single water tiles could be built on shore tiles, but that seems not to be the case any more....

This was the first Isengard I built with a wall. Indeed, the wall is the star attraction. Enjoy it. :)
